Background:

The 18th Circuit Court Adult Drug Court Program requests County’s support to meet the grant eligibility requirements for funding opportunity from the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) to submit a grant application for the program.  The Notice of Funding Opportunity was released on June 16, 2026, with an Important Note that SAMHSA will accept and review only the first 50 complete, successfully submitted and high-quality applications. Board staff worked with the Courts to submit the complete application on June 24, 2026.

The grant program provides funding in the maximum amount of $400,000 per year for five years. Grant funds will be used for staff personnel and treatment services for 50 Adult Drug Court clients per year.  The Courts are requesting in the grant application to add a Licensed Treatment Court Clinical Coordinator grant funded position to provide clinical oversight and care coordination for Adult Treatment Court participants. Additionally, treatment services including Family support services and drug testing will be funded through the grant.  The grant does not require matching funds.
