Background:
CC-5663-24/TAD will provide the selective demolition of the exiting tipping floor, the repair of the pit edge and the concrete floor filler installation with steel reinforcement at the Central Transfer Station (CTS).
The tipping floor renovation and resurfacing project is a necessary long term maintenance need. The CTS tipping floor is approximately 30 years old and has had ongoing patch work completed over the years but never had a comprehensive renovation.
The floor currently exhibits significant wear and tear from the decades of daily use and has resulted in the wearing down of several inches of concrete, exposing rebar in the sub-floor and creating low spots.
This project will restore the floor to like-new condition and include regrading to improve drainage of leachate and operational efficiency, as well as maintaining regulatory compliance. This renovation will extend the life of the tipping floor another 10 - 12 years.
During construction, the CTS will be closed to municipal solid waste (MSW) deliveries for approximately 2 weeks. MSW trucks will be diverted to the Osceola Landfill over the closure period.
All haulers and municipalities have been notified of the upcoming closure and diversion during this construction period. Staff will continue to communicate closure information and updates to all affected parties.
During the duration of the work, operations of the Household Hazardous Waste (HHW) tunnel and the Citizens Drop Off area will remain open, which will reduce impacts to county residents.
The project was publicly advertised and, after extending the due date three times, the County received one (1) bid in response to the solicitation. The Review Committee consisting of Oliver Bond, Solid Waste Division Manager; Ronnie Hope, Solid Waste Operations Manager; and James Mullins, Environmental Programs Manager, all from Solid Waste division, reviewed the response. Consideration was given to the bid price, experience, and qualifications. The backup documentation includes the Tabulation Sheet.
The Review Committee recommends award to the lowest priced, responsive, responsible bidder Cornerstone Construction Services, Inc. of Orlando, FL in the amount of $2,067,069.50. The completion time for this project is one hundred eighty (180) calendar days to substantial completion and an additional twenty (20) calendar days to final completion after execution of a Notice to Proceed by the County.
The Engineer’s Estimate for the project is $2,649,000.00. This is a budgeted project, and funds are available in Tipping Floor Resurfacing Acct# (00201902.560650.00001(6509999901) and in Transfer Station Refurbishment Acct# (00244517.560650.00001(6509999901)
