Background:
CC-4508-23/GCM is a FDOT Local Agency Program Agreement (LAP) federally funded project that will provide for the construction of Lake Monroe Trail Loop (AKA: Celery/Mellonville Trail). This project will include the construction of an 8 ft wide concrete trail along Mellonville Avenue from West Seminole Boulevard to Celery Avenue and a 12 ft. wide concrete trail along Celery Avenue from Mellonville Avenue to Chickasaw Drive.
This project was publicly advertised, and the County received six (6) bids in response to this solicitation. The Review Committee, consisting of Ted Holmes, Chief Construction Engineer; Sam Moussa, Professional Engineer; and Stephen Miller, Professional Engineer, all from the Public Works Department, reviewed the responses. Consideration was given to bid price, experience, and qualifications.
The Review Committee recommends award to the lowest priced, responsive, responsible bidder, DB Civil Construction, LLC., in the amount of $2,857,894.00. The completion time for the project is two hundred fifty-five (255) calendar days to Substantial Completion and an additional thirty (30) calendar days to Final Completion after execution of a Notice to Proceed (NTP) by the County.
This is a budgeted project, and funds are available in Celery/Mellonville Trail LAP (Acct# 02407108.560650.00001)

Staff requests the Board award CC-4508-23/GCM Lake Monroe Trail Loop-Phase 1 to DB Civil Construction, LLC., of St. Augustine, Florida in the amount of $2,857,894.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
