Background:

Seminole County BOCC owns and operates a fleet of 546 Ford vehicles and averages around 100 warranty/recall trips to Ford every year.  Under this agreement:

                     The County will become an official Ford warranty/recall repair provider at our Bush Loop Fleet Facility.

                     Other Seminole County entities, such as the Sheriff’s Office and the School Board, Ford vehicles can be repaired through this agreement.

                     Ford will sell warranty parts to the County at a discounted rate (the same as dealership pricing) and will reimburse the County the cost plus 10% for all eligible warranty repair parts.

                     Ford will reimburse the County for warranty labor at a flat rate of $ 125/hr.

                     Vehicles no longer need to be sent to external dealerships for warranty service, resulting in:

                     Reduced vehicle downtime

                     Improved fleet availability and reliability

                     Lower fuel and transport costs

                     Staff will receive full access to Ford-dealership training and all repair manuals, improving the County’s in-house technical capabilities.

                     The agreement supports faster turnaround for high-priority vehicles (e.g., public safety units).

                     The County retains the flexibility to exit the agreement at any time with a 30-day notice.

FINANCIAL IMPACT

                     Cost Savings & Revenue Generation: This agreement enables the County to recover funds that would otherwise be lost to external providers.

                     Long-Term Value: Improved fleet efficiency, extended vehicle lifespans, and increased technician productivity contribute to significant cost avoidance over time.

Requested Action:

Staff requests that the Board approve the Ford Warranty Service Provider Operating Agreement with Ford Motor Company and authorize the County Manager or his designee to execute the Agreement.
