Background:
On June 27, 2023, the Board approved a COPCN and Non-Exclusive Franchise Ambulance Agreement for Affordable Transport, Inc. Since that approval, Medfleet, LLC acquired all the assets of Affordable Transport, Inc.
To comply with Chapter 401 of Florida Statutes, entities desiring to provide ambulance transport services within county geographical boundaries must receive a Certificate of Public Convenience and Necessity (COPCN) from that County. Seminole County, under Section 17 of the Seminole County Code, requires ambulance franchise agreements to be established for the provision of non-emergency transport services. Pursuant to Section 17.4 of the Seminole County Code of Ordinances, Medfleet, LLC dba ATI Ambulance has provided proof that it has met all licensing and certification requirements of the State of Florida. No change in type of ambulance transport services is being requested.
Requested Action:
Staff requests the Board approve and authorize the Chairman to execute the Certificate of Public Convenience and Necessity (COPCN) in the name of Medfleet, LLC dba ATI Ambulance and the Second Amendment to the Non-Exclusive Ambulance Franchise Agreement to facilitate a name change from Affordable Transport, Inc. (ATI) to Medfleet, LLC dba ATI Ambulance.
