Background:

The proposed Boland Drive Drainage Improvement Project was ranked as the top project during the Big and Little Econ Basin Study. The project is requested due to the inadequacy of the existing open ditch swale system, which conveys rainwater along Boland Drive. These deficiencies have resulted in structural flooding along the roadway. The current swale system connects to the Florida Department of Transportation (FDOT) drainage network through an existing inlet and weir located on Carrigan Avenue, which ultimately discharges into the Little Econlockhatchee River.

This project consists of improving stormwater hydraulics to enhance flow efficiency by re-grading existing ditches and constructing approximately 1,350 linear feet of drainage pipe and 16 drainage structures along Boland Drive. The proposed stormwater system will continue to be discharged into the existing Florida Department of Transportation (FDOT) drainage system.

Production plans and utility coordination are complete. No right-of-way is required for the project. Additionally, both the Florida Department of Transportation (FDOT) and the St. Johns River Water Management District (SJWMD) have exempted the project from permitting requirements.

BAR #25-049 is attached to this agenda which will allocate $847,704 from 2014 Infrastructure Sales Tax Fund reserves. Current reserves are budgeted at $6.5M.
