Background:

On February 28, 2023, the BCC approved resolution #2023-R-21 to add several surplus properties to the Affordable Housing Property List. These properties could be offered for sale and the proceeds could be used to purchase land for the development of affordable housing, used to increase the local government fund earmarked for affordable housing or the land could be donated to a non-profit housing organization for the construction of permanent affordable housing. Alternatively, the County could otherwise make the properties available for use for the production and preservation of permanent affordable housing.

Community Services donated 1317 W 6th St, Sanford, FL from the Affordable Housing Property List to Habitat for Humanity. On August 2, 2023, the County placed a RUC on the property to ensure that the property was restricted to provide affordable housing for low and moderate-income families. The County also executed a County Deed on August 17, 2023, with Habitat for Humanity.

On April 17, 2024, the City of Sanford approved a request to split the property into two separate lots for the purpose of construction of two future single-family residential homes. Due to these changes, revisions were made to the address, legal description, and parcel ID by the City of Sanford.

Staff requests the Board approve and authorize the release of the Attainable Housing program Restricted Use of Covenants (RUC) with Habitat for Humanity in order to execute two new RUCs due to lot split.
