Background:

RFP-5074-25/LTT will provide services for coordinating volunteer events and educational outreach focused on waterway restoration and pollution prevention within Seminole County.

This project was publicly advertised, and the County received two (2) responses, listed alphabetically below:

The Evaluation Committee consisting of Keeli Carlton, Water Policy Program Manager; Shannon Wetzel, Division Manager, Watershed Management; Thomas Calhoun, Program Manager I; and Anthony Cintron, Senior Environmental Scientist, evaluated the proposals giving consideration to work approach, experience, and qualifications.

The Evaluation Committee recommends award for this project to Elizabeth L. Stephens, the top-ranked firm.

Authorization for performance under this Agreement will be in the form of written Purchase Orders issued by the County. The Agreement will take effect on the date of execution and remain in effect for three (3) years. At the sole option of the County, the Agreement may be renewed for two (2) successive periods not to exceed one (1) year each. The projected cost for the first year will be $72,033.00, based on a monthly billing of $6,002.75, and will increase 3% each budget year. The budget for this item is located under BU# 087804.

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking and Scoring Summary, and the Award Agreement with the scope of services, has been provided as part of this agenda item.

Requested Action:

Staff requests that the Board award RFP-5074-25/LTT, Seminole Education, Restoration, and Volunteer (SERV) Program Coordinator, to Elizabeth L. Stephens at an annual amount of $72,033.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
