Background:
Seminole County is advancing the phased development of the Rosenwald Community Property located at 1096 Merritt Street in Altamonte Springs. The overall development program is intended to enhance public access, expand recreational amenities, and provide a new community center serving the surrounding community. The project encompasses approximately 12± acres of County-owned property and is being implemented in multiple phases to allow portions of the site to remain available for public use throughout construction.
In accordance with applicable procurement requirements and County procedures, the Purchasing and Contracts Division executed Agreement PS-6230-24/HSM with Collage Company for Construction Manager at Risk services. The County is utilizing the Construction Manager at Risk delivery method to promote early collaboration with the design team, identify cost-saving opportunities, provide greater cost control, and improve schedule certainty. Construction of Phase 2 is scheduled to begin in October 2026, with substantial completion targeted for July 2027.
Phase 1A provided the initial site amenity improvements, including three pavilions and associated walking paths. Phase 1B continued the site improvements toward Lake Mobile and included fire-lane access, a fishing pier, a kayak launch area, and supporting site infrastructure. Phase 2 represents the primary vertical-construction phase of development and will include construction of the new community center, associated roadway access, parking, utilities, site improvements, and stormwater-management infrastructure. Completion of Phase 2 will integrate the community center with the recreational and waterfront improvements provided under Phases 1A and 1B.
The Guaranteed Maximum Price of $7,397,522 was developed through a competitive bidding process administered by Collage Company with oversight from County staff. A total of 1,883 construction vendors were solicited, including 217 vendors operating within Seminole County. The Phase 2 construction package is anticipated to include 26 construction contracts, of which 7, or 27%, are projected to be awarded to Seminole County businesses. Of the total Guaranteed Maximum Price, approximately 37%, or $2,737,083, is expected to remain with Seminole County businesses.

BAR 26-047 will transfer $8M from 2024 Infrastructure Sales Tax Reserves to fund this contract. Current reserves are budgeted at $31.9M.
