Background:

Section 22.20 of the Seminole County Administrative Code titled “Grants Management” was adopted in 2009 and last revised in 2012.  The current policy includes definitions and procedures for grant application, review and approvals and authorizes the County Manager to submit grant applications up to $50,000.  The current policy also includes the American Recovery and Reinvestment Act of 2009 and the corresponding requirements.

The proposed Section 22.20 titled the same, removes procedures from the policy and recognizes the “Grants Management Procedure Manual,” a comprehensive documentation of procedures and information providing a structured framework for efficiency and consistency in grant management for Seminole County. The County Manager is authorized to revise the Manual.

The revised policy includes Grant Application Criteria and Requirements and requires Board approval for grant applications greater than $250,000 or requiring cash match (not in-kind match) or funding new positions.  The County Manager is authorized up to $250,000 purchase authority in the Purchasing Policy.

The proposed Administrative Code revision will improve internal control procedures by establishing the “Grants Management Procedure Manual” as the countywide authoritative guidance for grant processes.  The Manual streamlines tools and information for grant management within the Seminole County Grants Management Program.

Staff requests the Board approve and authorize the Chairman to execute a Resolution amending the Seminole County Administrative Code replacing Section 22.20 Grants Management in its entirety.
