Background:

The State of Florida Department of Commerce (Florida Commerce) formerly known as the Department of Economic Opportunity provides Community Service Block Grant (CSBG) funding to Seminole County. The contract specifies that the CSBG funding must be delivered to low-income County residents and provide a range of services and activities having a measurable and potentially major impact on poverty.

On July 22, 2025, Florida Commerce and Seminole County entered into Subgrant Agreement Number E2255 (the “Umbrella Agreement”). Florida Commerce and Seminole County now mutually seek to renew the Umbrella Agreement. The term of this new agreement (Agreement Number E2291) is July 1, 2026 through June 30, 2027.

Florida Commerce has updated its subgrant agreement to comply with the recently issued Executive Orders. This umbrella subgrant agreement serves as a contract between Seminole County and Florida Commerce and outlines each partner's roles and responsibilities.

Requested Action:

Staff requests the Board approve and authorize the Chairman to execute the Federally-Funded Subgrant Umbrella Agreement for FY26-27 between the Florida Department of Commerce and Seminole County and all subsequent amendments, attachments, and reports.
