Background:

At the January 28, 2025 Seminole County Board of County Commissioners (“Board”) meeting, the Board approved a commitment to provide five hundred thousand dollars and NO/100 ($500,000.00) towards a State of Florida, Department of Transportation (“FDOT”) led Project Development and Environmental (“PD&E”) Study for the Sunshine Corridor. The Sunshine Corridor will focus on connecting the Orlando International Airport, the Orange County Convention Center, South International Drive, and/or Disney Springs to the existing SunRail Commuter Rail System, which operates from DeLand in Volusia County through Seminole County and Orange County (including the City of Orlando) to Poinciana in Osceola County.

Accordingly, the Locally Funded Agreement between the FDOT and Seminole County will memorialize the Board’s approval and commitment of providing five hundred thousand dollars and NO/100 ($500,000.00) towards the PD&E Study for the Sunshine Corridor (“LFA”), which is estimated by the FDOT to cost a total of six million dollars and NO/100 ($6,000,000.00). The Scope of Services attached to the LFA is a high-level overview of the contemplated PD&E Study. FDOT is in the process of finalizing a more comprehensive Scope of Services, which will be used for the solicitation of a consultant who will prepare the PD&E Study. The PD&E Study will be undertaken by FDOT in coordination and consultation with the Central Florida Commuter Rail Commission. FDOT and Universal Destinations and Experiences have each committed to providing two million dollars and NO/100 ($2,000,000.00) towards the total estimated PD&E Study cost, along with commitments made by other Central Florida local governments, contingent upon respective local government board approvals.

Seminole County’s share of funding will be provided to the FDOT pursuant to the Three-Party Escrow Agreement.

Requested Action:

Staff requests the Board approve the LFA and the related Three-Party Escrow Agreement and authorize the Chairman to execute the LFA and Three-Party Escrow Agreement.
