Background:
In August 2023, the Florida Division of Emergency Management awarded a grant for the Emergency Management Accreditation Program (EMAP) in the amount of $30,200 which started the accreditation process. This new contract is an additional $20,500 to complete the accreditation process in FY25. These grant funds are being awarded to renew the accreditation for another 5-year cycle. Since initially being accredited in 2013 and re-accredited in 2019, Seminole County Office of Emergency Management is the only municipal county government to receive perfect scores for two cycles. The State of Florida issues EMAP grant dollars to support the Counties in maintaining accreditation standards and practices. EMAP is a voluntary peer review process that reviews processes and procedures against industry standards for compliance and achievement.
Under the Florida-Recovery Obligation Calculation (F-ROC), EMAP Accredited jurisdictions receive an additional 5% of advancement on FEMA Public Assistance Reimbursement dollars. If the F-ROC procedures had been in place prior to Hurricane Ian, Seminole County would have received an advancement of $1.4 million in Public Assistance. Future disaster reimbursements will be tracked to continue to establish to return on investment for the Emergency Management Accreditation Program. Budget for this contract has been included in the FY25 budget appropriation process. There is no match requirement for this grant.
