Background:
The Capital Improvements Element (CIE) of the Seminole County Comprehensive Plan is required by the Community Planning Act, Chapter 163, Florida Statutes, and is intended to enable implementation of the Plan's Goals, Objectives, and Policies. Each year, the adopted Schedule of Capital Improvements is updated to ensure that the schedule matches the County's newly adopted fiscal year budget and the adopted five-year Capital Improvements Program. The proposed updated Schedule of Capital Improvements includes only those improvements previously reviewed and adopted by the Board of County Commissioners through the County’s annual budget process.
In 2011, the Florida Legislature enacted legislation allowing the Schedule of Capital Improvements to be updated by Ordinance without amending the Comprehensive Plan.
The Seminole County Public Schools FY 23/24 Capital Long Range Plan and the MetroPlan Orlando FY 23/24 - 27/28 Orlando Urban Area Transportation Improvement Program are adopted by reference in the Seminole County 2024 Capital Improvements Project Schedule.
As required by the Seminole County Home Rule Charter, an Economic Impact Statement is attached.

Requested Action:
Staff requests the Board of County Commissioners adopt the Ordinance containing the 2024 Capital Improvements Project Schedule Annual Update for the Seminole County Comprehensive Plan.
