Background:
In March 2013, the City of Longwood designed, permitted, and constructed drainage improvements for an outfall system located within Skylark Subdivision at 800 and 804 Raven Avenue, also known as the Raven Outfall System. This system conveys a nearly perennial baseflow along with stormwater runoff from highly urbanized drainage areas comprising approximately 356 acres with predominant land uses that include single-family residential, industrial, and commercial. This outfall system was significantly damaged by the rainfall during Hurricane Ian which resulted in excessive flow velocities, scour, and severe erosion not only on the City of Longwood’s property but also in Spring Hammock Preserve. Per the Land Use Management of Spring Hammock Plan, Seminole County Public Works Department is tasked with maintaining the recreational resources of the preserve.
The Interlocal Cost Share Agreement contains a not to exceed amount of $99,000 for the total design and permitting services, or $39,600 not to exceed for the Seminole County portion. The current rehabilitation concept encompasses improvements for both the City of Longwood and Seminole County components, including reconstructing the failed retaining wall with gabion baskets (City), replacing the displaced rubble riprap with gabion mattresses (City), and repairing the downstream channel erosion leading into Spring Hammock with gabion baskets and mattresses (County). Staff is pursuing FEMA reimbursement through the Public Assistance Program. If approved, federal and state funding would be anticipated at 87.5%. General Fund reserves are currently budgeted at $55.3M.
