Background:

It is County policy to fully fund projects and grants based on the completion of a scope or contract, which may cross over multiple fiscal years. This requires that the available year-end project balances and assigned fund balances be re-budgeted in the new year to allow for work to continue. In FY23, there were a total of 971 grant and project-related budgets approved by the Board, of which 330 were completed, 20 are being deferred, and 621 are active and being carried forward. A total of $102.4M is being carried forward related to Grants Revenues; $410.4M is being carried forward for Capital Projects, Fleet, Facilities, Technology, and Equipment; and $6.7M is being returned to Reserves. See attached reports for more details.

GRANT CARRYFORWARD:

The $102.4M Grant Carryforward includes $24.8M in American Rescue Plan (ARPA) funds; $23.9M in Community Service grants to assist County residents; $2.8M Fire Dept grants, including the Staffing for Adequate Fire and Emergency Response (SAFER) Grant, $11.2M in Public Works stormwater infrastructure grants; and $11M in other countywide grants.

PROJECT CARRYFORWARD:

Infrastructure Sales Tax Program

The FY23 Amended Budget included 196 projects totaling $209.3M within the County Infrastructure Sales Tax Funds. Of that, 47 projects were completed, $56.9M was expended, and $2.6M is being closed out to reserves, leaving a total carryforward of $149.8M across 145 active projects. Significant projects being carried forward include $13.8M for New Oxford Rd Widening, $11.6M for Orange Blvd (CR431) Safety Improvements, $10.9M for North St Corridor Improvements, and $5M for US 17-92/5 Points Roadway.

Utilities & Environmental Services Projects

The FY23 Amended Budget included 197 projects totaling $98.2M in Water & Sewer Utility and Solid Waste Funds. Of that, 67 projects were completed, $14.3M was expended and $1.9M is being closed out to reserves, leaving a total carryforward of $82M. Significant projects being carried forward include $6M for Orange Blvd Utility and $5.6M for Yankee Lake Water Treatment Retrofit.

Fire Department Projects (Stations, Fleet, and Equipment)

The FY23 Amended Budget included 99 projects totaling $45M in Fire related capital projects. Of that, 29 projects were completed, and 70 projects are being carried forward. An additional $8M is being added for the relocation of Fire Station 23 on Howell Branch Rd and $2M for construction of Fire Station 25 in Casselberry, bringing the total budget carryforward to $49M. Major projects include $8.4M for Fire Station 39 servicing Sanford/Lake Mary, $8M for Fire Station 25 servicing Casselberry, and $8M for Fire Station 23 relocation. Supply chain issues have led to a $14.9M fleet carryforward for Fire Engines, Rescues, Towers, and other light fleet.
