Background:
As part of the upcoming FY24 Budget, the Fire Department was scheduled to request the replacement of 2 Engines, 3 Rescues, and 1 Squad truck for the Special Hazards and Operations Team. Vehicle manufacturer lead-time estimates have increased by over 100 percent. Current lead times on emergency response vehicles have increased more than 100 percent up to 30 months for delivery of fire engines, rescues, and squads. To compound the need to place the order for these apparatus in the current year is the escalation of prices, which have increased 15% since October 2021. By placing orders now, the County will avoid a $35,000 cost increase for the Rescues and an estimated 2% increase for the Engines and Squad Truck. These are industry-wide issues due to supply chain challenges with components, materials, and labor shortages.
The Seminole County Fire Department has one squad unit that is housed at Fire Station 35 which is geographically located in the middle of the County. The squad is a unique apparatus and is very critical for the Seminole County Fire Department to meet the State of Florida Hazardous Materials Type 1 Team requirements. The current reserve squad will be almost 20 years old by the time this requested replacement unit will be completed and delivered.
The attached BAR will transfer $5.1M from reserves for the purchase of 6 emergency fire vehicles. Reserves in the funds are currently budgeted at $28M.
