Background:

PS-4649-22/RTB will provide Architectural and Engineering Services for both design and construction administration of a new Seminole County Supervisor of Elections (SOE) building located at Seminole County Five Points Complex at the intersection of Senator Lane and Eslinger Way, in Sanford FL.

The project was publicly advertised, and the County received five (5) responses:

                     Bentley Group, Inc.

                     C&S Engineers, Inc.

                     DLR Group

                     Schenkel Shultz Architects

                     Song + Associates

The Evaluation Committee, consisting of Jean Jreij, P.E., Director; Matt Hassan, P.E., Asst. County Engineer; Nick Brow, Construction Manager, from the Public Works Department and Meloney Koontz, Assistant County Manager, evaluated the responses and agreed to short-list three (3) firms to interview, giving consideration to qualifications of proposed team, similar project experience, approach to work/current workload, and innovative/cost savings ideas.

The Evaluation Committee recommends that the Board approve the ranking below and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statutes, the Consultants Competitive Negotiations Act, and authorize the Purchasing and Contracts Division to execute one (1) Master Services Agreement.

Authorization for the performance of the services by the Consultant under this Master Services Agreement will be in the form of written Work Orders issued and executed by the County and signed by the Consultant.  The work and dollar value for each Work Order will be negotiated on an as needed basis and funded within the approved budgeted amounts.  This Agreement will take place on the date of its execution by the County and will continue for a period of three (3) years, and at the sole option of the County may be renewed for two (2) successive periods not to exceed one (1) year each

The attached backup documentation includes the Tabulation Sheet, Evaluation Ranking Sheet and Presentation Scoring Summary Sheets. A Draft Agreement including the scope of services has been provided as a part of this agenda item, and it will be used to generate the award MSA. 

The first work order issued will be for a needs assessment and the attached Budget Amendment Request appropriates initial funding of $100,000.
