Background:

To ensure County policies and procedures are current, staff began reviewing County Administrative Code and the County Manager Policies in early 2022. As part of this ongoing process, staff recommends revisions to Administrative Code Section 3.15.

The County Manager’s Office has advertised that the training needed for Code Enforcement Officers, reflected in Section 3.15 of the Administrative Code, is outdated and does not address current needs.

Working with the various departments noted in the code, reworking this section of the Administrative Code was deemed necessary to ensure that staff could be trained appropriately.

Following a review by the County Attorney’s Office, the removal of this section of code was recommended. It was also suggested that the County Manager Policies be amended to include the delineation of Code Enforcement Officers and their training requirements. The amendment would also allow for options in training resources and added language to ensure compliance and enforcement of the required training as per Section 201.0 of the Administrative Code.
