Background:
RFP-604733-24/TLR will provide for a qualified firm to assist the County with household hazardous waste management services. The Contractor will be responsible for all labor, materials, equipment, incidentals and logistical support services to ensure the proper identification, containment, collection, handling, consolidation, packaging, transportation, treatment, storage, recycling and disposal of hazardous waste, other regulated waste and household hazardous waste (HHW) accepted or generated by the County as specified in the RFP documents. All hazardous waste management activities will be conducted in accordance with hazardous waste operations, transportation, and disposal regulations.
This project was publicly advertised, and the County received two (2) proposals in response to the solicitation. The Evaluation Committee consisting of Oliver Bond, Solid Waste Division Manager, Jeremy Davis, HHW Environmental Programs Coordinator, Jose Gonzalez, Program Coordinator SQG, and James Mullin, Environmental Programs Manager, evaluated the proposals. Consideration was given to the firm’s organizational structure, project understanding, approach to work, experience, and fee structure.
The Evaluation Committee recommends award of the agreement to the most responsive, responsible proposer, Clean Harbors Environmental Services, Inc., Norwell, MA.
The Agreement will take effect on the date of execution by the County and will continue for a period of three (3) years. At the sole option of the County, this Contract may be renewed for two (2) successive periods not to exceed one (1) year each. Authorization for the provision of materials and services by the Contractor will be in the form of written Purchase Orders issued and executed by the County. Funds are available in 530340 Other Services.

Staff requests the Board award RFP-604733-24/TLR - Term Contract for Household Hazardous Waste (HHW) Program to Clean Harbors Environmental Services, Inc., Norwell, MA, at an estimated annual amount of $120,000.00 and authorize the Purchasing and Contracts Division to execute the Agreement.
