Background:
Seminole County has been chosen to participate in the next deployment of the Governor’s Coordinated Opioid Response (CORe) initiative in collaboration with Central Florida Cares, the local Managing Entity (ME). The Florida Department of Health, Department of Children and Families, and Agency for Health Care Administration have partnered to develop and implement the CORe network of addiction care in Florida. Twelve Florida counties are currently in the CORe network including Escambia, Gulf, Clay, Duval, Marion, Citrus, Volusia, Flagler, Manatee, Pinellas, Pasco and Palm Beach. Seminole and Orange were chosen to participate in this roll out.
The County will receive $1,000,000 for one year to provide specific services in accordance with the Governor’s plan. These funds are in addition to opioid settlement dollars that the County is already scheduled to receive.
There are three main components of the CORe initiative:
1) Lifesaving Care - treatment by first responders (fire rescue/emergency medical services personnel) including use of specialized EMS protocols for overdose and acute withdrawal to minimize precipitating symptoms.
2) Specialized Stabilization - hospital emergency departments providing addiction specialty services.
3) Sustainable Recovery - long term care and wrap around support to support long-term recovery. Seminole County has begun discussions with area hospitals and community providers to determine interest in collaboration.
Requested Action:
Staff requests the Board approve and authorize the Chairman to execute the Purchase Agreement between Central Florida Cares Health System and Seminole County to oversee the implementation of the Florida’s Coordinated Opioid Recovery (CORE) Network of Addiction Care Program.
